The Sekondi-Takoradi Metropolitan Assembly (STMA) as the City Authority of Sekondi-Takoradi is established by the LI 1316 in 1994, and it give City Authority legislative, deliberative and executive powers. The City,  population 335,000 (2005), is the capital of the Western Region of Ghana. It is Ghana's fourth largest city and an industrial and commercial center.

The Assembly through the LI 1316 carries its legislative, deliberative and executive functions through Departments and Units.  These functions are summarized as follows:
Provision of a sound sanitary and healthy environment;
Provision of educational infrastructure for first and second cycle schools;
Provision of markets and lorry parks within the Metropolis;
The planning and development control of all infrastructure within Sekondi and Takoradi;
Activities bordering on the maintenance of peace and security within the Metropolis;
Provision of public safety and comfort.

PARTNERSHIP WITH CHF INTERNATIONAL
CHF International/Ghana is partnering the STMA to involve slum dwellers in participatory planning. Area of collaboration includes:
Identifying  and prioritizing potential slum improvement projects that may fit under the existing and subsequent Medium Term Plans (MTP) and Medium Term Expenditure Framework (MTEF) of the STMA;
Work with the AMA to explain the current MTP and MTEF to slum dwellers;
Use the prioritized potential project to create a Development Plan (DP) for the slum community;
Invite STMA officials to discuss the proposed DP and how to integrate it into the subsequent MTP and MTEF.
